Makkelie’s gesticulations changed the AAR signals

The Arsenal goalkeeper dropped Kostas Fortounis's corner just over the goal-line, costing Arsenal a shock defeat to the Greek side that has made progression from their Champions League group stage difficult. Danny Makkelie - an official from Holland - who was stood next to the upright, furiously waved his arms to indicate to the referee that it was a goal. But his actions were in breach of UEFA rules. The AARs were supposed to communicate only via a microphone and were not allowed to make any signals with their hands at all. But as of last week, due to Makkelie's gesticulations, those officials - often criticised for appearing to do absolutely nothing - are now able to signal that the ball has crossed the line.
UEFA's referee chief Pierluigi Collina spotted the rogue pioneer's actions and, though suggesting he “went too far” at the time, decided to change the rule, which came into effect last week. Collina contacted the International Football Association Board, who implements rule changes, and it has been brought into effect starting with the Euro 2016 qualifiers over the weekend. “According to the Laws of the Game he did too much, but today he becomes the good one. He went a bit too far, but for me positively”, said Collina, speaking at Leaders in Sports. “He was not punished but used as an example and we have to learn from the positive situations. The arm of the official points to the centre circle and it is clear for everybody that he made the decision”. Collina has acted because he felt supporters, players and managers were not aware that the goal-line officials were actually communicating to the referee when it was unclear if a ball had crossed the line. “If he was simply shouting in the microphone nobody would have understood that he made the decision”, Collina added. “The Laws of the Game said that the assistant referee cannot make hand signals and we managed to change something. We are very pleased the decision was understood by IFAB and from this week's qualifiers assistants are allowed to make a signal when there are doubtful situations”.

Collina: “Moreno should have been sent off for Shaw challenge”

UEFA referees chief Pierluigi Collina admits Hector Moreno should have been sent off after breaking Luke Shaw's leg. PSV defender Moreno escaped without punishment after the tackle in which Manchester United left-back Shaw suffered a double leg break. Moreno went on to score the equaliser in PSV's 2-1 Champions League win and was named man-of-the-match, much to United's fury.
Moreno won the ball in his challenge before doing the damage with his follow through. But Collina says UEFA are now determined to make players aware that “getting the football is not everything.” He said: “If you see the clip of PSV and Man Utd when Shaw was heavily injured, leg broken, the defender played ball and legs. On the field of play, nobody reacted because what was perceived even by players on the pitch the ball was played and this season the thought of many if the ball is played it’s not even a foul. We need to make people even the football community aware that if we want to protect the safety of the player, even challenges on the ball but very risky in terms of endangering the safety of the opponent can be punished, should be punished. (Getting the) football is not everything, safety counts more than the football itself. If you look at life speed, nobody reacted, not one single player, everyone saw the ball going away. If you see in slow motion, you can see that the ball was hit by the knee of the defender and the other leg hard on the legs, that is certainly serious foul play, that should’ve been punished. Even if you read the comments after the game there was a wide debate and different positions, based on images. If you want to protect the safety of the players, there are two ways. Convince the players not to take the risk and be strong in punishing challenges that can endanger the safety of an opponent”.

CONCACAF Cup 2015: Aguilar (SLV)

Referee Joel Aguilar of El Salvador has been tasked with refereeing the CONCACAF Cup clash USA – Mexico, on October 10, at the Rose Bowl in Pasadena. Reportedly joining him to make up the rest of officiating crew for the game are compatriots Juan Zumba as an assistant referee and Marlon Mejia as the fourth official. Costa Rican Leonel Leal will be the other assistant referee.
Aguilar, age 40, boasts a bevy of international officiating experience. He recently was in charge of the 2015 CONCACAF Gold Cup final between Mexico and Jamaica, and has also refereed games at the 2014 FIFA World Cup, 2013 FIFA Confederations Cup, 2011 FIFA Club World Cup, and more. He also was the head official for the 2013 CONCACAF Gold Cup final between the USA and Panama, and the Americans' unforgettable World Cup qualifier played in blizzard-like conditions in 2013 against Costa Rica.
The US and Mexico will square off in a highly anticipated match that will determine which CONCACAF nation advances to the 2017 FIFA Confederations Cup in Russia. The Americans secured passage to the game by winning the Gold Cup two years ago, while Mexico reached it by coming out victorious in this past summer's edition of the regional tournament.

Webb talks about big decisions and bias accusations

Former World Cup final referee Howard Webb believes match officials need to be given a platform to explain their controversial decisions, but he has told ESPN FC that his suggestions were dismissed by the organisation in charge of referees in English football. Webb, who took charge of both the World Cup final and the Champions League final in 2010, took up a role with the Professional Game Match Officials (PGMOL) following his retirement from the game in August 2014, yet his desire to create a more public face for referees has been rejected. Now working as an analyst with BT Sport, Webb has given an exclusive insight into accusations of bias during his career, Jose Mourinho's "campaign" against Chelsea criticism and the future of officiating.
- Should referees be given a chance to explain their decisions in a more public forum?
- I firmly believe there is a place for a voice to provide some clarity on big issues in the game. The challenge is finding a way to present the case in a setting that does not just lead to a referee appearing on TV and being criticised for mistakes they may have made. There is a need to humanise referees, to show what it is like to make big decisions in the face of huge pressure.
- Should a referee talk to the media after a game and explain their thoughts on the big decisions?
- Appearing on TV after each game may not be the best way to do it. Match officials will make mistakes, but explaining why they might have been made can help to diffuse the situation. It would also be nice to show that referees do care if they make a mistake.
- Why would standing before a camera not be the best way to present a human side to refereeing, which you suggest is needed?
- Pretty much everyone involved makes errors in every match, but the credibility of an official would be damaged if they apologised one week and then made another error the next. Also, would TV companies want to speak to referees after they have had an excellent game? Probably not. The perceived mistakes and controversial incidents would be focused on and that may not present a balanced argument.
- Would current Premier League referees like to have chance to explain the decisions they have made?
- I think they would. I was working with referee Paul Durkin many years ago when he went on TV and explained why he had missed a clear penalty in a match between Manchester United and Newcastle. Gary Neville served up a terrible back pass and Paul was well out of position as a result. The referee was not in position to give the penalty and when he explained that after the game on TV, the reaction was so positive. To do that now, you would need to get clearance from PGMOL and that is why we don't see referees commenting on decisions.
- Should referees have a more prominent spokesperson to offer opinions on their behalf?
- That could be a way around this. In my year with PGMOL, I was working with the media privately and trying to explain why decisions were being made, to offer some perspective to pundits and analysts. I was not there to change opinions, just to chat through a few ideas on why a decision was made. Often our discussions did lead to a more balanced argument being presented.
- Why did the public not know you were doing this work with the media last season?
- I don't know why it was kept so secretive. I was at the BBC studios in Salford most Saturday afternoons talking to pundits before they presented Match of the Day (a Premier League highlights show) that evening. We had a chat for 15 minutes on the key talking points of the day and hopefully that helped to offer some insight into why a decision had been made. Conveying a message from a referee through members of the media may be an idea for the future.
- How did you feel when you realised you had made a mistake that changed the outcome of a big game?
- Very low. A referee tends to develop a sense for understanding reactions of players and you realise quickly if you have got something wrong. When this happens, it is vital that you don't cave in, or allow it to affect your judgement on the next big call. Also, the idea of balancing it out by giving the unfortunate team a decision in their favour cannot be considered. That merely means you are making two mistakes and compounding the situation.
- How did you deal with criticism from fans and the perception that you were biased against their team?
- It was the biggest annoyance for me as a referee. Everyone loves a conspiracy theory but the idea that any decision is made with a sinister undertone could not be further from the truth. Human nature means errors are made and will always be made - that is part of the game. The notion that bias against certain teams is in play is quite ridiculous.
- So how would you reflect on Jose Mourinho's suggestion last season that there was a "campaign" against Chelsea from referees?
- I can't believe he thought that was true. Do you think Martin Atkinson - who was singled out for criticism by Mourinho last season - turns up for a game thinking: 'I am just here to piss Chelsea off today?' Do you think any official wants a few days of abuse and negative headlines if they have a bad game? Of course not, it was a silly suggestion.

Changes in AFC refereeing

A series of proposals were approved by the recently appointed Asian Football Confederation Referees Committee. Having underlined how Asian referees continue to shine on the global stage, Committee Chairman Zhang Jilong (China) welcomed Deputy Chairman Hany Ballan Safar (Qatar) as well as members Abdulrahman Al Delawar (Bahrain), Cheung Yim Yau (Hong Kong), Goutam Kar (India), Toru Kamikawa (Japan), Kim Joo Sung (Korea Republic), Saad Al Fadhi (Kuwait), Ali Al Traifi (Saudi Arabia), Ali Hamed Al Badwawi (United Arab Emirates), Farkhad Abdullaev (Uzbekistan) and advisor Gen. Farouk Bouzo (Syria) to AFC House in the Malaysian capital.

The Committee went on to recommend that the current age limit (45 on January 1) for Referees and Assistant Referees, Futsal Referees (both Men and Women) and the AFC Referring Panel for Beach Soccer be repealed. The age limit (60 on January 1) for Referee Instructors/Assessors, Futsal Referee Instructors and Beach Soccer Referee Instructors was also repealed.
New recruiting systems for AFC Assistant Referees (Men and Women), Futsal Referees (Women) and Beach Soccer Referees were also approved in principal, as was the discontinuation of a fitness test for officials who arrive three – or fewer – days before the start of centralised tournaments. The Committee also approved the proposal to alter the method for testing the fitness levels of AFC Referees (Men & Women) by changing from a ‘High Intensity Test’ to a ‘Yo-Yo Intermittent Recovery Test Level 1’. From December 2015, AFC Futsal Referee (Men & Women) will also see their ‘1000 Metre Running Test’ changed to the Modified Yo-Yo Intermittent Endurance Test Level 2.
The recommendations will be presented to the AFC’s Executive Committee at its next meeting on November 27 in New Delhi, India.

Ennjimi removed from the FIFA List

Referee Said Ennjimi (42) has just returned from his 4-month suspension due to the “Marseille shirts scandal” and the French Referees Committee punished him again. At the end of the year, he will be replaced on the FIFA referees list by Frank Schneider (36), who only refereed 21 matches in Ligue 1. Stephan Luzi (41) and Cyril Saint Cricq (38) will be replaced by Eric Danizan and Frederic Haquette on the FIFA assistant referees list. On the FIFA women referees list, Sabine Bonnin (43) will be replaced by Elodie Coppola (32), who is switching from the FIFA women ARs list, where her spot will be taken by Aurelie Labadot.
Although the deadline for national associations to nominate international referees for the upcoming year is 18 October 2015, Belgium also announced changes on their FIFA list for assistant referees: Frank Bleyen, Dirk Gilon, Danny Huens and Kristof Meers will be replaced by Jo De Weirdt, Frederic Godelaine, Kevin Monteny and Nicolas Ponsar. On the beach soccer referees list, Gunter Boelen has retired and will be replaced by Gary Christien. There are no changes on the Belgium’s referees (men and women) lists.

Former World Cup referee Poll calls for goal-line technology instead of additional assistants

Michel Platini prefers the idea of extra officials behind the goal rather than utilising goal-line technology and the additional assistant referee (Danny Makkelie) at the Emirates showed that they can be effective. The official awarded Olympiacos their second goal when Ospina spilled the ball from a corner and replays confirmed that the ball had crossed the line.
The Dutch officials also made a very good decision not to give Theo Walcott offside — he was just on when he ran through the Greek defence to score Arsenal’s first goal. Personally, I think goal-line technology should be introduced in Europe as it has been a huge success in the Premier League. Also, the cost of flying extra officials around Europe is ridiculous.
The additional assistant referee at Arsenal has done well, but the one in the Chelsea game has made a mistake – there is no question about that. The referee couldn't see that incident, but the additional assistant (Alejandro Hernandez) must do so. The player’s arm has come forward, it’s a definite penalty. This is why we need cameras at European games, despite Platini not being an advocate of them. If I was refereeing that game, you question why the ball has come off the defender at a funny angle; then look at the assistant; he says he’s not sure, so you go to the video replay. It’s not about holding the game up to check – this is not rugby. It’s easily done.
Michel Platini’s refusal to adopt the proven goal-line technology used in the Premier League almost cost City as Martin Demichelis’ effort was cleared from well over the line. The extra official (Fredy Fautrel) did not award it, but luckily Nicolas Otamendi thrashed the ball into goal. It’s unfathomable why UEFA chief Platini still refuses to use technology for these incidents. French referee Clement Turpin struggled to detect fouls and dives but the way players go down it isn’t surprising. Firstly, he awarded the Borussia Monchengladbach a penalty when Otamendi went to ground to block Raffael, but missed the ball and Raffael dragged his legs into the Argentinian defender’s outstretched leg. Later in the same half, Fernandinho slid in with a poor challenge and tripped Lars Stindl, but this time Turpin waved aside the legitimate penalty appeal and cautioned Stindl for simulation.

Brazilian referee pulled out a gun instead of a red card

A Brazilian referee is facing disciplinary action after he reacted to a dispute with players by pulling a gun. Gabriel Murta was kicked and slapped by players from lower-league Amantes de Bola, while the manager invaded the pitch demanding a red card, it is claimed. Murta, said to be a policeman by day, reacted by racing to the changing rooms and returning with a firearm. Shocking footage captured by a spectator showed one of his assistants restraining Murta as he held the gun in his hand on the field of play.
The incident happened at the weekend during a regional league match in Brumadinho near Belo Horizonte, Brazil’s sixth largest city and the capital of the state of Minais Gerais. Amateur side Brumadinho was playing against Amantes da Bola - which literally translates as ‘Lovers Of The Ball.’ Referees’ association boss Giuliano Bozzano said the official felt threatened and went to look for the weapon to defend himself. He was due to undergo a psychological assessment later today and could face suspension or a permanent ban.
Footage taken on a mobile phone showed the player thought to have assaulted the referee running off the pitch as he sees the official storming towards him with the weapon in his hand. He was stopped in his tracks by his linesmen and one of the goalies who persuaded him to return to the dressing rooms and leave the gun in his locker. Mr Bozzano said: "The Minais Gerais Football Federation has already summonsed the referee and a psychologist to a meeting and I’m going to talk with him today. "On the basis of that conversation and his account of events and the results of the psychological assessment I’ll decide what if any measures to take. What’s happened is obviously not a common occurrence and I don’t want to rush into anything. At the moment it happened he’s opted for getting his gun because in his view it was a question of controlling a situation".

Clattenburg on his life as a referee

English referee Mark Clattenburg has seen the very highs, and the very lows, of what whistle blowing can bring. From a UEFA Champions League semi-final between Bayern Munich and Barcelona, or an Olympics Games gold medal match, to being accused by Chelsea of being a racist in a stormy game against Manchester United in 2012.
It’s easy for fans, pundits, coaches, players and angry supporters on social media to vent, but how does the actual man in the middle cope with it? “24 cans of beer”, Clattenburg joke “No, it’s difficult. A lot of guys deal with it in different ways. I’ll have a few beers, because it’s stressful. You have to wind down; the wife and family leave us alone. Within 24 hours, you turn. We use sports psychologists and it’s important to say ‘park it, move on’.” One of those examples was the stormy afternoon at Stamford Bridge in 2012, when he sent off Branislav Ivanovic and Fernando Torres as Chelsea lost to Manchester United 3-2, with the winning goal offside, before he was accused of calling Jon Obi Mikel a “monkey”. Mikel was subsequently suspended for three games, while Clattenburg was cleared. “Probably the biggest low in my life was the Chelsea-Manchester United game, when I was accused of being a racist. But, take the racism out of it, one of the biggest lows, was I thought I was right when I sent off Torres”, Clattenburg reflected. “I possibly was right under the laws of the game. But under the spirit of the game, to reduce a team down to nine men for simulation is too tough, in hindsight I was wrong. I should’ve been experienced enough to use my knowledge of the game to not reduce a team down to nine men. I probably would’ve taken less criticism after the game. I’m not saying things would’ve changed, but I would’ve looked back at the match and thought ‘okay, the offside goal’s not my fault’... I’ve made many mistakes in my career but it’s made me the man I am now.” And it’s not always easy to deal with, given the rampant spotlight on elite sport nowadays. “Your life changes, of course it does”, he said. “When you go out you’re a recognised figure. That’s not something I want to be, but in England, it’s difficult because the scrutiny in England, you’re like a player. The media have turned referees into world stars – because controlling a football match at the highest level takes a lot of effort and dedication. I think social media has changed a lot of things, because people can have an opinion, but don’t have the insights into handling multi-millionaires successfully. That takes a lot of man management skills. The laws of the game are there, you have to understand them and apply… a little bit of understanding, life understanding, and that’ll make the most successful referee. If you apply the laws of the game strictly, the public paying extremely good money won’t see an event. Even on Saturday, I could’ve blown five or six more free-kicks, but I was taking risks. The game needed to be moved on to another level, also, the ICC, you don’t want to see a send-off early, people have paid to watch a good game of football between 11 v 11.” Clattenburg reveals a feel for the game and its nuances that the public take for granted when watching the match. Indeed, in a fascinating insight into the work that goes into becoming a top line referee, dealing with the likes of Sir Alex Ferguson and Jose Mourinho, or multi-millionaire egos on the football pitch, Clattenburg explained to foxsports.com.au some of the requirements to stay at the top of the EPL for a decade, while becoming one of UEFA’s best referees.
Legendary referee Pierluigi Collina, the boss of UEFA’s whistle blowers, has taught Clattenburg the importance of detail, particularly as they’re exposed to more different styles of player from across the globe. “For example, I did Bayern v Barcelona, the (UEFA Champions League) semi-final, he was my observer and he gave me some tips from the first game, a little insight, and when I saw it in the game, I knew exactly what was going to happen,” he revealed. It was tactical. It was unbelievable, it solved the game. From the 16th minute, when he gave me some information and I punished it with a foul, the simplest foul that any journalist or anyone in the world wouldn’t have thought anything of, it actually won us the match. That simple preparation won us the match. I’ll openly admit five years ago I didn’t prepare for a game. I just turned up. You can’t now; you need to know everything that’s going on”. Alongside the mental side of the game, referees need to keep pace – and the EPL is renowned as the quickest in the world. Pre-season involves high intensity and endurance work, while in the season recovery becomes as big a factor as speed becomes more of a focus. “When I first started in the Premier League, I would see statistics and I would work hard in the first-half and then fatigue in the second-half”, Clattenburg said. “Most of my mistakes were made in the last 10 minutes. That was interesting, because, I wasn’t fit for the level I was refereeing at. I was 96 kilo – a big young boy, now I’m 74-75, less than 10 per cent body fat. That’s something I’ve dedicated to because the modern game has changed. 10 years ago, the game wasn’t as quick as it is now. You’ve got athletes. As a referee, you’ve got to make sure you’re in the best position possible. Distance is important. We use Pro Zone and they calculate how far away you are from the ball. But it’s also about perception – players will accept the decision more if you’re closer, and if you are, you’ve got less chance of a player running across you. People don’t understand, they see it clear on camera – but sometimes a player can run across you at the wrong time, and you can miss it,” he said. Clattenburg admits he’s a bit different in his approach as his fitness allows him to get wider of the play to make the best decision possible. “Definitely true, because if you’re looking at a front end decision, you’ll see it differently. If I’m looking front on to an attacker I can’t see an attacker behind, but if I go wide, I can see the push or the touch on the ankle and you can’t guess in football. When a player goes down now, you’ve got to make sure you’ve seen the contact. And if there’s contact, you’ve got to be sure it’s a foul – because the way some of these players hit free-kicks now, it’s like giving a penalty. Coaches and players who lose will analyse a game and then move on. It’s the same in refereeing; you have to learn from your mistakes. It’s the most important thing. You’re not going to be right all the time. Don’t just say I got it wrong, ask why”, he said. “One of my weaknesses is I lose concentration. The game might be too easy, I’m strolling around, and I lose my concentration and thought. It’s like a goalkeeper losing his thought and the ball goes past him. I’m trying to find ways not to lose my concentration. As long as you understand why you’re making mistakes...”
The Europa League curse is an excuse for players – but what about referees returning from the continent, fitting two or three games into a week? “Gone are the days where you’d have a beer after the match. Sure, you want to enjoy the success of a match. But once it’s done, you want to start preparing yourself for your next one. For example, if you’re doing a Champions League game Wednesday, travelling Thursday, got a game Saturday – once the game’s done Wednesday evening late, you’re preparing for your next one. Is it a massage, a recovery, even if you’re travelling – for me living in the North, it’s difficult with travel time. It’s what happens all season”. Clattenburg says the work-life balance that full-time refereeing allows will not just improve standards, but encourage aspiring referees. “I wouldn’t call them ‘professional’ referees. Every referee in the world is professional, on the field and off the field. The dedication I’ve seen these guys do is phenomenal”, he said. “These guys are at the same level, just that they haven’t got the full-time commitment from the financial and off the field point of view. What full-time referees allows, it makes them figure heads for the next generation. And that’s what improves – the next generation want to be full-time referees. It gives them something to enjoy. What job allows me to stand on the MCG, in the middle of a Real Madrid v Roma match, and I’m the happiest man in the world because that is the most satisfying. We have 30,000 referees, but only 17 full-time. The ratio is small. But what happens in England is they might have a mid-week game, go to work fatigued, and then they have to train to keep fit in the evening. Where’s the family time? And family time is important to me – so if I’m happy, when I go out to referee, I’m happy. It’s a great balance”.
