Draw for Brazilian Cup Final referee

The referee for the 2014 Brazilian Cup final was not appointed by the Referees Committee of the Brazilian Football Confederation; it was chosen using a… draw!
The final, played between Cruzeiro and Atletico, is a classic match in Brazil and the CBF selected 5 referees to be entered into the draw: Leandro Pedro Vuaden, Wilton Pereira Sampaio, Luis Flavio De Oliveira, Raphael Claus and Anderson Daronco. The first two referees are currently on the FIFA List, while the other three referees have been proposed for 2015. The luck was with Luis Flavio De Oliveira, who will be assisted by Marcelo Van Gasse and Emerson Carvalho, the two assistant referees who worked in the 2014 World Cup in Brazil along with Sandro Ricci. The additional assistant referees will be Ricardo Marques and Paulo Bezerra. The fourth official will be the Anderson Daronco, with Guilherme Dias Camille as the reserve AR, while the referee observer will be Alicio Pena.

World Cup referee Cüneyt Çakır was taken to hospital

Cüneyt Çakır, Turkey’s highest ranked football referee, was hospitalized at the halftime of a Super League game in Ankara on Nov. 23 after he told one of his assistants that he could not breathe. Çakır, who was officiating the Gençlerbirliği - Karabükspor game at 19 Mayıs Stadium, had a 20-minute surgery at the hospital due to a problem in his lungs. The operation was a success and the experienced referee is expected to be discharged from the hospital in a couple of days.
Çakır reportedly told assistant referee Tarık Ongun in the 30th minute of the game on Nov. 23 that he could not breathe. Ongun told Çakır to come to the sidelines but Çakır insisted to complete the first half of the game, Hürriyet reported. But he could not continue in the second half and was hospitalized. “Çakır is in a good mood and he is smiling, he sent his regards to you”, Ongun told reporters in front of the hospital after visiting Çakır. 
Turkish Fooball Federation (TFF) issued a message Nov. 23, wishing Çakır a speedy recovery. The referee is expected to be back in training in 10 days, the federation said in the statement. 
After qualifying for the Elite Category in 2011, Çakır has been regularly assigned at top-level FIFA and UEFA competitions. The 37-year-old was assigned to three games in the 2012 UEFA European Football Championships, including the semifinal clash between Spain and Portugal. Last summer, Çakır, Turkey’s highest ranked referee, became the first Turkish referee in 40 years to officiate at a World Cup. He, alongside fellow assistants Bahattin Duran and Tarik Ongun, officiated three games in Brazil, including a semifinal match between the Netherlands and Argentina.

FCWC 2014: Roldan replaced by Osses

According to Arbitro Internacional, referee Enrique Osses (CHI) will replace Wilmar Roldan (COL) at the 2014 FIFA Club World Cup as one of the Colombian ARs failed the fitness test. Assistant referee Eduardo Diaz failed the pre-tournament fitness test and FIFA has decided to exclude the entire Colombian trio from this competition. Enrique Osses, along with his two World Cup assistants, Carlos Astroza and Sergio Roman, will travel to Morocco to replace them at the Club World Cup.
This is the first time, since Massimo Busacca is the Head of Refereeing, when FIFA replaced the entire trio due to an assistant referee failing the fitness test. In previous similar situations, only the affected member of the trio was replaced, allowing the other two to participate in the competition:
- Peter O'Leary (NZL) participated in the 2014 World Cup although his assistant Ravinesh Kumar did not pass the fitness tests due to injury. The AR from Fiji was replaced by Mark Rule (NZL).
- Aden Marwa (KEN) remained as a reserve AR in the World Cup, although referee Daniel Bennett (RSA) failed the fitness test through injury.
- Bakary Gassama (GAM) refereed two games in the Club World Cup last year despite his assistant Felicien Kabanda (RWA) failed the fitness test. Kabanda was replaced by Evarist Mekouande (CMR). In Brazil, Menkounde was kept in Gassama's trio, while Kabanda returned and replaced Ogbamariam (ERI).
- Francisco Mondria (CHI) did not participate in the 2013 Confederations Cup, but was replaced by Sergio Roman in the trio of Chilean Enrique Osses, which was allowed to be part of the tournament.
- Felix Brych (GER) was present at the 2013 Confederations Cup in spite of his AR Thorsten Schiffner being injured and replaced by Stefan Lupp.
- Viktor Kassai (HUN) attended the U-20 World Cup in 2013 without György Ring, his usual assistant.
The policy of replacing the entire referee trio if any member fails the fitness test was previously applied by FIFA between 2006-2010.

UEFA Course for European International Futsal Referees

Leading European futsal referees have been in the Croatian coastal city of Split for the 8th UEFA Course for European International Futsal Referees. Over three days, 30 futsal referees from 25 European countries undertook various types of training sessions and tests, and took part in theoretical sessions. The course involved a balance between theoretical and practical work, and included an introduction to, and study of, recent changes to the futsal Laws of the Game.
The fitness test performed by the referees featured a 1,000-metre run, in addition to speed and agility tests. Fitness instructor Grzegorz Krzosek stressed the importance of the fitness tests. "Fitness is essential in refereeing, and we want to be sure that all of the referees are well prepared," he said. "There is also an additional aspect – body composition control – as we want to motivate the referees to have a good image and body as part of this sport." Krzosek, a former Polish middle-distance runner who has participated in world and European athletics championships, also highlighted other important qualities that futsal referees need to nurture. "In futsal, speed for referees is much more important than in [11-a-side] football," he explained. "There is less endurance, but more speed, with changes of direction and different types of movement." 
Futsal referee instructor Pedro Galán Nieto told UEFA.com about the significance of the course. "We have 130 referees in Europe, and the 30 referees here were the only ones who have not attended at least one UEFA futsal course. Now we are closing the circle in giving the chance to all officials in Europe to attend at least UEFA course for international futsal referees." The futsal laws were a main focal point in Split. "We wanted to give the referees knowledge, and also bring about uniformity with respect to the Laws of the Game," said Galán Nieto. "[World body] FIFA amended certain laws in June – so we are trying to ensure that the referees in Europe have the same interpretation of the Laws of the Game." Galán Nieto also spoke of the main changes in futsal in the last decade. "Professionalism, for sure," he reflected. "In my time, these kinds of courses were impossible. Today, specifically as futsal instructors, we are able to give useful and worthwhile advice about the Laws of the Game to the new generations. Consequently we are very happy about UEFA's contribution in organising such events".

FIFA Seminar for Prospective ARs for Women’s World Cup 2015

Qatar hosted a preparation camp for 56 women assistant referees from all six FIFA Confederations set to feature at the FIFA Women’s World Cup to be held in Canada next year. The women assistant referees took a series of the fitness tests such as 40 meter sprints, the high intensity interval test and the ARIET test which is specific to assistant referees and measures their ability to side step and move laterally to achieve the best position possible. They discussed offside situations in the classroom and also practiced on the field of play with a series of exercises that included players simulating different offside situations and were given immediate feedback on their decisions via video replay and with the help of instructors. Teamwork, Offside and other topics were discussed at length in theory and were followed by practical sessions to achieve the best results. FIFA’s Head of Refereeing Massimo Busacca, who headed up the seminar and is looking to optimise the resources used in the training of referees, echoed those views: “This seminar has been an excellent opportunity for us to see how far we are with the assistant referees for the FIFA Women’s World Cup 2015 in Canada. FIFA Seminar for Prospective World Cup Referees: AFC, CAF, OFC

With the countdown to the 2018 FIFA World Cup Russia now underway, FIFA has organised a second Elite AFC, CAF and OFC Referees Seminar in the Aspire Sports Centre in the Qatari capital Doha. The seminar was held on 10-14 November and brought together prospective referees from three FIFA Confederations. Ten referees from Asia, nine from Africa and three from Oceania were invited to the seminar with the aim of helping them improve their preparations for the future FIFA competitions. The referees went through a host of activities that included theoretical sessions in the classroom as well as practical sessions on the field of play. Theoretical sessions focused on specific topics such as reading of the game and positioning to tackles and penalty area incidents. The referees discussed videos of the incidents from 2014 World Cup matches in Brazil to achieve consistency and uniformity. They also took part in a series of fitness tests such as 40 meter sprints, the high intensity interval test and the dynamic yo-yo test. Practical sessions on the field of play brought players and referees together to simulate what happens in a game and immediate feedback was given to referees regarding their reading of the play, leading to their movement, position, angle of view and decisions. The instructors provided immediate feedback to improve performances. The preparation related to the referee's project for future FIFA competitions leading to 2018 FIFA World Cup Russia will continue this week with the last FIFA Elite referees seminar of the year in Zurich.
